Exercise in decision making during a crisis. In 1902, two years before the outbreak of the Russo-Japanese War, a team from the 31st Hirosaki Regiment set out on a marching exercise in the snow during the severest part of winter. However, the weather turned nasty before the group reached Mt. Hakkoda, and the group from the 5th Aomori Regiment, which was supposed to have crossed the mountain, had not shown up. What kind of decision should the team leader make? How should he interpret the situation, what actions should he take, and what instructions should he issue?
